Brief Introduction of the Keynote Speaker:
Qin Dahe, born in Qin’an, Shandong Province, is a member of the Standing Committee of the Twelfth CPPCC National Committee, Deputy Director of Committee of Population, Resources and Environment, Vice President of China Association for Science and Technology, Academician of Chinese Academy of Sciences and Academician of the Third World Academy of Sciences. He is the former Director General of China Meteorological Administration and former Secretary of CPC Leadership Group. He led the third, fourth and fifth Assessment Report for Climate Change for Intergovernmental Panel on Climate Change (IPCC) and worked on the assessment of the change of Chinese climatic environment, through which he made great contribution to the society by deepening our understanding of the science of climate change. Advocating the scientific concept of cryosphere and building up a theoretical framework on cryosphere in terms of interaction between cryosphere and other sphere layers and the measures for the change of cryosphere, Qin was thought highly of by the international scientific community and established a national key laboratory for the scientific research on cryosphere. He organized the redaction of Research on the Strategies of Chinese Metrological Service Development, put forward the new idea of “Public Meteorology, Safe Meteorology and Resourceful Meteorology” and performed the strategy of “applying technology to Meteorology, expanding the field of Meteorology and developing the administration by talents” and the reform on the technological system of meteorological service, through which Chinese meteorological technology entered a new era. Qin published more than 400 works, and the IPCC project with his leadership was awarded "Nobel Prize in Peace". In addition, he was awarded International Meteorological Organization Prize (IMO), Volvo Environment Prize in 2013 and the second prize of the National Natural Science Award, etc.
